Jakarta Indonesia-Sebagian besar tindak pidana korupsi yang merugikan negara berkaitan dengan APBN/APBD. Juru Bicara KPK, Johan Budi mengatakan, ada lima tipe korupsi yang mengemuka sejak 2004.
Tipe-tipe korupsi ini disampaikan Johan dalam sebuah diskusi di Jakarta, Sabtu (15/9/2012). Menurutnya, tipe yang pertama berkaitan dengan pengadaan barang dan jasa. "Lebih dari 60 persen yang ditangani KPK pengadaan barang dan jasa," kata Johan.
Dia mengatakan, korupsi pengadaan barang dan jasa adalah yang paling lumrah dan mudah. Korupsi tipe ini masih konvensional. "Bukan yang benar-benar canggih. Di sana seperti mark up (penggelembungan harga), penyalahgunaan kewenangan," tambah Johan.
Tipe kedua, papar Johan, korupsi yang berupa pungutan-pungutan liar oleh pejabat atau penyelenggara negara. Ketiga, korupsi terkait perizinan. Dalam hal ini, biasanya terjadi transaksi pemberian uang ke bupati-bupati atau pejabat daerah terkait penerbitan izin tertentu. Kekuasaan para penyelenggara untuk menandatangani perizinan tersebut, kata Johan, cenderung dibayar dengan uang.
Johan menambahkan, KPK sedang berencana meneliti fenomena banyaknya perizinan yang dikeluarkan para bupati menjelang pemilihan kepala daerah (Pilkada). "Biasanya seperti perizinan tambang, contohnya juga ada seperti kasus Buol. Buol itu kan sebenarnya dipakai Bupati AB (Amran Batalipu) itu untuk pilkada, ini versi KPK yang perlu dibuktikan di persidangan," ucapnya.
Keempat, tindak pidana korupsi yang terkait dengan penyalahgunaan anggaran. Menurut Johan, korupsi tipe ini kerap ditemukan di daerah. Para pejabat di sana mengelola APBD seolah-olah itu uang mereka sendiri.
"Ada di sebuah kabupaten, kita temukan dia mengambil APBD itu dengan kamuflase konvensional, dipakai untuk beli rumah, menikah lagi, ongkosi Pilkada dia," kata Johan.
"Misalnya biaya menjamu tamu itu sampai Rp 1 miliar atau Rp 500 juta," tambahnya. Tipe kelima, lanjut Johan, korupsi yang berupa suap menyuap.
Dia melanjutkan, tipologi korupsi suap menyuap ini mulai bergeser. Sekarang, menurut Johan, suap tidak hanya dilakukan antara pengusaha dan pemerintah melainkan juga antara legislatif dengan eksekutif.
Dia mencontohkan kasus dugaan suap penyusunan Anggaran Pendapatan dan Belanja Daerah Kota Semarang 2012 yang menjerat Wali Kota Semarang Soemarmo Hadi Saputro dan sejumlah anggota DPRD.
Dalam kasus ini, terjadi perselingkuhan antara eksekutif dan legislatif untuk memuluskan pembahasan rencana APBD. "Mirip juga dengan yang terjadi di Riau, bahas Perda (peraturan daerah) agar Perda diloloskan. Perda penambahan anggaran," ucap Johan.
Dia juga meprediksi, modus yang digunakan para pelaku korupsi akan berkembang. Demikian juga dengan para pelakunya. Sejauh ini, menurut Johan, para pelaku tindak pidana korupsi di KPK makin beragam kalangannya. Mulai dari pengusaha, anggota dewan, jaksa, hakim, polisi, mantan menteri, duta besar, artis, atau komisioner Komisi Pemilihan Umum. "Dari A sampai Z," ucap Johan.(Sumber  Kompas.Com)
